The response of the 1+1 media group regarding the situation with access to the holding's channels in Severodonetsk

The 1+1 media group, in response to numerous manipulations and accusations by the provider LLC "Lanet Merezh" regarding the threat to national information security, considers it necessary to report the following against the background of the military escalation.

For 1+1 media, the issue of national information security and comprehensive information of Ukrainians is an indisputable priority, as evidenced by the media holding's long-term consistent actions and investments. Since the beginning of aggression by the Russian Federation and the occupation of part of the territory of Ukraine, 1+1 media has been actively involved in the formation and maintenance of analog and digital broadcasting to inform the population in the controlled and occupied territories. For this purpose, in cooperation with KRRT, LLC "Zeonbud" and other companies in the area of the OOS and on the border with the occupied Autonomous Republic of Crimea, new RTS were put into operation in the Kherson, Luhansk, and Donetsk regions.

In the digital security zone, the 1+1 media group is represented by TV channels: 1+1 — broadcast digital broadcasting in Donetsk (2 transmitters), Luhansk (1) and Kherson (1) regions; 2+2 — over-the-air digital broadcasting in Donetsk (1 transmitter), Luhansk (1) and Kherson (1) regions. TV channel 1+1 also carries out analog broadcasting on 8 frequencies in the entire territory of Luhansk region and, in particular, in the border territory with the Russian Federation, where digital T2 broadcasting is completely absent.

The 1+1 media group took an active part in interdisciplinary working groups at the State Communications Service, the National Council for Television and Radio Broadcasting, the NSDC. Thanks to the reasoned position of the media holding, a decision was made to expand the T2 digital terrestrial network and put 44 new additional T2 transmitters into operation on the territory of Ukraine.

1+1 media also invested in the study of TV signal reception areas from Zeonbud transmitters, and the company's technical specialists prepared a corresponding proposal with the aim of increasing the coverage area of T2 by 20% throughout the territory of Ukraine. This decision was also partially implemented.

Mediaholding is intensively developing the technology of delivering TV signals through terrestrial IR communication channels, actively investing in this direction. Today, 2/3 of providers receive signals in this way. In the current situation, when the Russian Federation may try to jam the satellite signal, this is a strategically important direction. Terrestrial communication channels are not susceptible to jamming, have a branched structure and redundancy, which guarantees information security.

Encoding of the satellite signal with the active participation of 1+1 media stimulated the transition of a significant part of satellite subscribers to T2, as well as connection to satellite DTH providers. The number of free satellite subscribers decreased by 2 million households, and therefore a significant part of the population lost access to propaganda on Russian TV channels. After encoding the satellite signal of the media group's channels, in February 2020, the international version of the 1+1 TV channel — 1+1 International and the UNIAN information channel were launched on an open satellite.

In order to return citizens living in the temporarily occupied territories to the political, cultural and social life of Ukraine, 1+1 media provides free of charge products of its own production to the "Dom" TV channel. The development of the pay TV market actually stimulates the creation of quality Ukrainian content as opposed to the propaganda of the aggressor country.

A letter with a similar content was sent to "Lanet Network" LLC. In the letter, the 1+1 media group reported that, in order to further guarantee national information security, it accepts the proposal of "Lanet Merezha" LLC to enter into a separate License Agreement on the granting of non-exclusive related rights for the distribution of 1+1 media Group TV channels in the city of Severodonetsk from May 19, 2021 year

As for the complex of other issues related to this provider, 1+1 media prefers to solve them in the field of economic and legal relations, and not through loud manipulative statements and groundless accusations.
