The “Labour Market Barometer” is an annual study that GRC.UA has been conducting for more than 15 consecutive years. Its presentation summarizes the key market trends over the year and also contains a forecast of its development in the near future. Assumptions regarding market dynamics are formed based on surveys of 1,720 employers and 6,160 employees from all over Ukraine.
This year, during the event, the study results were presented and key challenges and transformations of the HR function in Ukraine were discussed: decisions in HR strategies, resilience as the foundation of modern veteran policy, and retention as a new priority of the employment market.
A separate block of the presentation was the panel discussion “Antifragile People, Antifragile Teams in Ukrainian Business: Strength Under Pressure.” The moderator was Michelle Johnson, Head of Insights and Consulting, Inpulse (United Kingdom). The panel participants included representatives of leading Ukrainian and international companies: MHP, Roshen, Nova Poshta, Syngenta, POLPHARMA, Gas Transmission System Operator of Ukraine, Kestria — who discussed how Ukrainian business adapts to prolonged crises, retains teams, and builds antifragile organizations.
We share the main conclusions of the study “Ukraine Labour Market Barometer 2025–2026”:
- The talent shortage remains a key challenge for business.
- Hiring remains highly active despite wartime conditions.
- Salary growth does not always compensate for inflationary pressure.
- Employee mobility and dissatisfaction are increasing.
- Issues of well-being and mental health require systemic solutions.
- Artificial intelligence is accelerating the transformation of roles and skill requirements.
